About Curran, Bayer & Associates




 

Curran, Bayer & Associates was founded in 2008 by Barlow Curran and Michael Bayer.  They have over 60 years of combined federal Wage & Hour experience. Michael is continuing the tradition of offering knowledgable advice and assistance to Florida employers.


EXPERIENCE AND QUALIFICATIONS 

Michael retired from a 32 year career as a field compliance investigator/Specialist working for the US Department of Labor, Wage and Hour Division, in February 2008 and has been working with Curran, Bayer & Associates since.
 
Michael has been approved by the Administrator of the U.S. Department of Labor, Wage and Hour Division to provide independent monitoring and compliance audits to firms ordered by the courts as part of litigation settlements
 
In addition to working with private employers, Michael has Assisted the University of Florida, Institute of Food and Agricultural Services (IFAS), in the design, preparation, and presentation of Farm Labor Supervisor training programs. These programs are presented throughout the state of Florida and are designed to teach the students the basic requirements of federal and state Wage & Hour laws.
 
Working for the U.S. Department of Labor, Wage & Hour Division, Michael was stationed for 30 years in the West Palm Beach field office. He administered all federal Wage & Hour statutes via labor law enforcement investigations and technical assistance involving virtually all industries, including agriculture, retail, service, non-profit, governmental and manufacturing.

  • Michael was a member of the Wage & Hour Division, Southeast Region Agricultural Committee with responsibility for coordinating the compliance assistance and enforcement activities of the Wage & Hour Division throughout the six-state area.
For two years he was stationed on the island of Saipan, the Commonwealth of the Northern Marianna Islands (CNMI) in the Wage & Hour Field Office where he administered Wage & Hour statutes through compliance investigations and technical assistance to all types of businesses located in the CNMI.
  • The CNMI has work-visa programs similar to the H-2A and H-2B programs found throughout the Southeast U.S. 
  • Worked directly with government officials, both from the U.S. as well as other countries including The Peoples Republic of China and the Philippines.
  • Coordinated activities with other U.S. federal agencies in regards to application of federal statutes in the CNMI, including meeting with various elected officials interested in federal legislation effecting labor issues in the CNMI.

Said B. Silwany has joined Curran Bayer as an associate. He was employed over 9 years as an Investigator working for the US Department of Labor, Wage and Hour Division out of the Miami District Office, retiring in 2024.

Said was proficient in enforcing multiple federal wage and hour labor laws, scrutinizing financial documents, conducting employee interviews, evaluating evidence, and authoring investigative reports. He successfully carried out complex negotiations with employers, their legal advisors, accountants, and employer representatives to achieve voluntary adherence. Said also provided support to the Solicitor in readying cases for mediations and legal proceedings in the Federal District Court.

During his career with Wage & Hour, Said assumed the role of Interim Assistant District Director, overseeing the activities of seven Wage and Hour Investigators. Responsibilities included planning, prioritizing, and coordinating tasks, assigning work, offering technical guidance, reviewing reports, and assessing the outcomes of all investigations carried out by the team.

He is experienced in engaging with individuals from a variety of backgrounds, demonstrating respect and sensitivity towards cultural differences, fostering strong relationships and promoting excellent teamwork by offering guidance and support when needed, while also effectively managing tasks independently.

Said engaged in numerous outreach activities, delivering speeches and conducting training workshops for industry employers, trade associations, labor organizations, and various public interest groups.

Prior to joining Wage & Hour, Said retired as a First Sergeant after 20+ years with the U.S. Army. Said was in charge of the training, productivity, health and welfare of 202 Soldiers. He orchestrated and oversaw training plans, which encompassed resource scheduling, leadership analysis, and relevance of instruction.

In his position, Said formulated and executed Standard Operating Procedures, all-encompassing management strategies, force safeguarding plans, and developmental seminars. Said predicted and oversaw the unit’s budget on a quarterly basis, evaluated and granted estimates for construction initiatives.
